Engagement of Retired Government Officers as Investor Handholding & Technical Support Officers

West Bengal Small Industries Development Corporation Limited (WBSIDCL) seeks expression of interest from eligible retired Government officers for contractual engagement as Investor Handholding & Technical Support Officers.

The engagement is intended to strengthen the SIDCL under the Ease of Doing Business framework by providing investors with a single institutional interface, end-to-end handholding, application tracking and inter-departmental coordination for obtaining statutory clearances, licences, registrations, permissions and NOCs, etc.

1. Eligibility

Retired Government officers who have retired from the departments listed below at the rank not below the rank of Deputy Director in the Directorates or Deputy Secretaries in the Departments of: MSME&T, Fire and Emergency Services, Land & Land Reforms & Refugee Rehabilitation, Environment, Health & Family Welfare, Urban Development and Municipal Affairs, Panchayat & Rural Development, IC&E, Forest, Higher Education, Tourism, Finance and all other departments which provide any service to business.

Candidates should preferably have substantial experience in the departments listed above.

2. Key Responsibilities

The selected officers will assist WBSIDCL in:

1.      providing end-to-end handholding to investors and entrepreneurs;

2.      preliminary scrutiny of documents and guidance on compliance requirements;

3.      tracking applications for statutory approvals and clearances;

4.      coordinating with concerned Departments, Directorates and authorities;

5.      facilitating joint/risk-based inspections, wherever applicable;

6.      identifying and facilitating resolution of technical/procedural bottlenecks;

7.      assisting in investor grievance facilitation;

8.      reporting recurring issues and suggesting measures for process simplification and reduction of compliance burden; and

9.      matters related and incidental thereto.

3. Tenure

The contractual engagement shall be for a period of one year, renewable upon satisfactory service.
